Iraq Commits to 5G Rollout

According to the Iraqi Communications and Media Commission (CMC), Iraq has reaffirmed its commitment to building a modern digital infrastructure, rolling out 5G networks, and attracting investment to the telecoms sector.

The statements were made by CMC Executive Director Baligh Abu Kalal at the Global Symposium for Regulators (GSR26), held in Ankara, Turkey. Abu Kalal told the summit that Iraq views the event’s theme of “navigating digital borders” as a practical framework for a new phase of digital regulation, requiring flexible, outcomes-based regulatory structures that encourage investment and innovation while ensuring digital inclusion and user protection.

He highlighted that the CMC published a regulatory framework for digital platforms and services in February 2025, covering both local and international service providers and aiming to balance user protection with the promotion of the digital economy.

Iraq’s commitments outlined at the summit include:

  • Accelerated rollout of 5G networks as a foundation for digital infrastructure development
  • Adoption of outcomes-based governance principles aligned with GSR26 best practice guidelines
  • Reduction of market entry barriers to encourage investment
  • Strengthened international cooperation and capacity-building
  • Regulatory coverage of telecoms, broadcasting, and digital services based on transparency and non-discrimination

GSR26 brings together telecoms experts and regulatory bodies from around the world, with a focus on digital market governance, cybersecurity, consumer protection, and competition among service providers.
