Finance Minister Taif Sami Appointed Acting Minister of Transport

Finance Minister Taif Sami Mohammed has assumed the duties of Minister of Transport on an acting basis, following a directive from Prime Minister Mohammed Shia al‑Sudani.

The move comes after the former Minister of Transport, Razzaq Muhaibas al‑Saadawi, was sworn in as a member of parliament. Under Article 49 of the Iraqi Constitution, “It is not permissible to combine membership in the Council of Representatives with any work or other official position.”

Upon her arrival at the ministry, Ms Sami chaired an expanded meeting of the Ministry of Transport’s Opinion Authority, attended by directors general from across the ministry and its affiliated entities, as well as adviser Zaid Mahmoud Mahdi.

During the meeting, emphasis was placed on reducing expenditures, maximising revenues, and ensuring compliance with relevant Cabinet decisions. Ms Sami directed a review of the ministry’s financial estimates and those of its formations, in line with Cabinet Resolution No. 11 of 2026.

Key decisions and instructions included:

  • Reassessing the ministry’s financial estimates and those of its affiliated entities.
  • Forming a committee to inventory and classify old and worn‑out vehicles, with a view to their disposal under the State Property Sale and Lease Law.
  • Requiring all ministry formations to work on Fridays and Saturdays to complete tasks linked to Cabinet decisions.
  • Directing affiliated companies to transfer treasury shares of revenues and profits for previous years and for 2025 within three days.
  • Instructing the transfer of accumulated airport administration revenues to the public treasury.

The meeting also reviewed institutional performance, administrative reform, and progress on projects and operational plans. Ms Sami stressed the importance of teamwork, adherence to legal frameworks, and maintaining continuity of services to enhance efficiency and public confidence.

وزيرة المالية طيف سامي تتولى مهام وزارة النقل بالوكالة

تولّت وزيرة المالية، طيف سامي محمد، مهام وزير النقل بالوكالة، وذلك بناءً على توجيه من رئيس مجلس الوزراء محمد شياع السوداني.

ويأتي هذا الإجراء بعد أداء وزير النقل السابق، رزاق محيبس السعداوي، اليمين الدستورية عضواً في مجلس النواب. وتنص المادة (49) من الدستور العراقي على أنه «لا يجوز الجمع بين عضوية مجلس النواب وأي عمل أو منصب رسمي آخر».

وعند وصولها إلى الوزارة، ترأست السيدة سامي اجتماعاً موسعاً لهيئة الرأي في وزارة النقل، بحضور المدراء العامين في تشكيلات الوزارة ودوائرها، إضافة إلى المستشار زيد محمود مهدي.

وجرى خلال الاجتماع التأكيد على تقليل النفقات وتعظيم الإيرادات والالتزام بقرارات مجلس الوزراء ذات الصلة، حيث وجهت السيدة سامي بمراجعة التقديرات المالية للوزارة وتشكيلاتها، انسجاماً مع قرار مجلس الوزراء رقم (11) لسنة 2026.

ومن أبرز القرارات والتوجيهات:

  • إعادة تقييم التقديرات المالية للوزارة وتشكيلاتها التابعة.
  • تشكيل لجنة لحصر وتصنيف المركبات القديمة والمتهالكة تمهيداً لبيعها وفق قانون بيع وإيجار أموال الدولة.
  • إلزام جميع تشكيلات الوزارة بالدوام يومي الجمعة والسبت لإنجاز المهام المرتبطة بقرارات مجلس الوزراء.
  • توجيه الشركات التابعة بتحويل حصص الخزينة من الإيرادات والأرباح للسنوات السابقة ولسنة 2025 خلال مدة لا تتجاوز ثلاثة أيام.
  • توجيه بنقل الإيرادات المتراكمة لإدارات المطارات إلى الخزينة العامة.

كما جرى استعراض الأداء المؤسسي والإصلاح الإداري ومستوى تقدم المشاريع والخطط التشغيلية، حيث شددت السيدة سامي على أهمية العمل بروح الفريق الواحد، والالتزام بالأطر القانونية، وضمان استمرارية الخدمات بما يسهم في رفع الكفاءة وتعزيز ثقة المواطنين.
