Sweden Commits SEK 100 Million to Support Reintegration of Iraqi Families from Al-Hol Camp

As Iraq continues the complex process of returning its nationals from Northeast Syria’s Al‑Hol Camp, the Swedish International Development Cooperation Agency (Sida) and the United Nations Development Programme (UNDP) have signed a new agreement worth SEK 100 million (approximately USD 10.8 million) to support the safe, dignified and sustainable reintegration of Iraqi families.
The agreement launches Phase II of UNDP’s Community Reconciliation and Reintegration of Iraqis Returning from Syria’s Al‑Hol Camp (CRRISA II) programme. Building on the results of the first phase, CRRISA II will significantly scale up support in areas of return.
The programme will deliver community‑based interventions combining livelihoods and income generation, rehabilitation of housing and basic services, access to civil and legal documentation, psychosocial support, and structured community reconciliation mechanisms. These measures aim to reduce stigma, prevent tensions and foster peaceful coexistence.
By addressing both the immediate needs of returnees and the pressures faced by host communities, CRRISA II seeks to ensure that returns are not only safe, but lasting, reducing the risks of marginalization, social exclusion and renewed instability.
“Supporting the safe return and reintegration of families from Al‑Hol is essential to long‑term stability, security, and social cohesion in Iraq,” said Carolina Wennerholm, Head of Unit for Peace and Migration at Sida. “Through this partnership with UNDP, Sweden is investing in solutions that are rights‑based, community‑driven, and focused on sustainable impact for both returnees and the communities that receive them.”
Implemented in close coordination with national and local authorities, civil society organizations, and community and tribal peace structures, CRRISA II will prioritize governorates with high return rates, with particular attention to women, youth and other vulnerable groups facing legal, psychosocial and economic barriers to reintegration.
“This partnership reflects our shared commitment to dignity, opportunity, and community acceptance as the foundations of sustainable reintegration,” said Titon Mitra, UNDP Resident Representative in Iraq. “When reintegration succeeds, it contributes directly to stability; when it fails, the consequences are felt far beyond individual families.”

السويد تخصص 100 مليون كرونة لدعم إعادة إدماج العائلات العراقية العائدة من مخيم الهول

في إطار استمرار العراق بعملية إعادة مواطنيه من مخيم الهول في شمال شرق سوريا، وقّعت الوكالة السويدية للتعاون الإنمائي الدولي (سيدا) وبرنامج الأمم المتحدة الإنمائي اتفاقية جديدة بقيمة 100 مليون كرونة سويدية (نحو 10.8 مليون دولار)، لدعم العودة الآمنة والكريمة والمستدامة للعائلات العراقية.
ويطلق هذا الاتفاق المرحلة الثانية من برنامج المصالحة المجتمعية وإعادة إدماج العراقيين العائدين من مخيم الهول (CRRISA II)، مستنداً إلى نتائج المرحلة الأولى، مع توسيع نطاق الدعم بشكل كبير في مناطق العودة.
وسينفذ البرنامج تدخلات مجتمعية متكاملة تشمل سبل العيش وتوليد الدخل، وتأهيل المساكن والخدمات الأساسية، وتسهيل الوصول إلى الوثائق المدنية والقانونية، وتقديم الدعم النفسي والاجتماعي، إضافة إلى آليات مصالحة مجتمعية منظمة تهدف إلى تقليل الوصم الاجتماعي ومنع التوترات وتعزيز التعايش السلمي.
ومن خلال معالجة الاحتياجات الفورية للعائدين والضغوط التي تواجهها المجتمعات المستضيفة، يسعى البرنامج إلى ضمان أن تكون العودة مستدامة، والحد من مخاطر التهميش والإقصاء الاجتماعي وعدم الاستقرار المتجدد.
وقالت كارولينا وينرهولم، رئيسة وحدة السلام والهجرة في وكالة سيدا: «إن دعم العودة الآمنة وإعادة إدماج العائلات من مخيم الهول أمر أساسي لتحقيق الاستقرار والأمن والتماسك الاجتماعي على المدى الطويل في العراق. ومن خلال هذه الشراكة مع برنامج الأمم المتحدة الإنمائي، تستثمر السويد في حلول قائمة على الحقوق، يقودها المجتمع، وتركز على الأثر المستدام».
وسيُنفذ البرنامج بالتنسيق الوثيق مع السلطات الوطنية والمحلية، ومنظمات المجتمع المدني، والهياكل المجتمعية والعشائرية للسلام، مع إعطاء أولوية للمحافظات ذات معدلات العودة المرتفعة، والتركيز بشكل خاص على النساء والشباب والفئات الهشة التي تواجه تحديات قانونية ونفسية واقتصادية.
وقال تيتون ميترا، الممثل المقيم لبرنامج الأمم المتحدة الإنمائي في العراق: «تعكس هذه الشراكة التزامنا المشترك بالكرامة وتكافؤ الفرص وقبول المجتمع كأسس لإعادة إدماج مستدامة. فعندما تنجح عملية الإدماج، فإنها تسهم مباشرة في الاستقرار، أما فشلها فتتجاوز آثاره حدود العائلات لتطال المجتمع بأكمله».
