Iraq and Egypt Agree Measures to Facilitate Road Transport

Iraq’s Ministry of Transport has announced a series of measures agreed with Egypt to facilitate the road transport of passengers and goods between the two countries.

The decisions were reached during the first meeting of the joint technical committee, held in Cairo on 13–14 January 2026, as part of the implementation of the bilateral memorandum of understanding on road transport signed in Baghdad on 30 January 2025.

Key points agreed include:

  • Truck entry: Loaded trucks and refrigerated vehicles may enter between Iraq and Egypt without numerical limits, subject to review after six months. Empty trucks require a permit for each trip, with technical study fees reduced to USD 150 per trip until 31 July 2026, down from USD 300.
  • Length of stay: Discussions are under way to allow trucks to remain for up to 14 days in the other country, with procedures to be applied if this period is exceeded.
  • Fuel: Trucks and buses may enter the other country with diesel fuel in their tanks, with a permitted quantity of up to 500 litres.
  • Visas: Drivers must apply for Egyptian entry visas through the General Company for Land Transport or the General Company for Passenger Transport and Delegations.
  • Documentation: Iraq’s professional operating licence for trucks will be accepted as an official document.
  • Official receipts: Drivers must obtain official receipts for any fees paid at ports and should not pay charges without proper documentation.
  • Cargo handling: All carriers are required to use pallets to facilitate loading and unloading.
  • Weights: Trucks must carry official documentation showing empty and loaded weights and must comply with permitted weights and dimensions in both countries.
  • Oversized cargo: Non-divisible loads exceeding permitted limits will require a special permit under an agreed mechanism.

The ministry said the measures are intended to ease cross-border transport and strengthen cooperation with Egypt, calling on Iraqi drivers and transport companies to comply fully to ensure successful implementation.

العراق ومصر يتفقان على إجراءات لتسهيل النقل البري

أعلنت وزارة النقل العراقية عن مجموعة من الإجراءات التي تم الاتفاق عليها مع جمهورية مصر العربية، بهدف تسهيل النقل البري للمسافرين والبضائع بين البلدين.

وجاءت هذه القرارات خلال الاجتماع الأول للجنة الفنية المشتركة، الذي عُقد في القاهرة للفترة 13–14 كانون الثاني 2026، وذلك في إطار تنفيذ مذكرة التفاهم الثنائية الخاصة بالنقل البري، والموقعة في بغداد بتاريخ 30 كانون الثاني 2025.

ومن أبرز ما تم الاتفاق عليه:

  • دخول الشاحنات: السماح بدخول الشاحنات المحملة وشاحنات التبريد بين العراق ومصر دون تحديد عدد معين، على أن تتم مراجعة القرار بعد ستة أشهر. أما الشاحنات الفارغة فتتطلب استحصال موافقة لكل رحلة، مع تخفيض أجور الدراسة الفنية إلى 150 دولاراً للرحلة الواحدة حتى 31 تموز 2026، بدلاً من 300 دولار.
  • مدة البقاء: يجري بحث السماح للشاحنات بالبقاء لمدة تصل إلى 14 يوماً داخل أراضي البلد الآخر، مع تطبيق إجراءات محددة في حال تجاوز هذه المدة.
  • الوقود: السماح للشاحنات والحافلات بالدخول إلى البلد الآخر وبداخلها وقود الديزل، بكمية مسموح بها تصل إلى 500 لتر.
  • التأشيرات: يتوجب على السائقين التقديم على تأشيرات الدخول إلى مصر عبر الشركة العامة للنقل البري أو الشركة العامة لنقل المسافرين والوفود.
  • الوثائق: اعتماد إجازة العمل المهنية العراقية للشاحنات كوثيقة رسمية.
  • الإيصالات الرسمية: إلزام السائقين باستحصال إيصالات رسمية عن أي رسوم تُدفع في المنافذ، وعدم تسديد أي مبالغ دون وثائق رسمية.
  • مناولة البضائع: إلزام جميع الناقلين باستخدام الطبالي (Pallets) لتسهيل عمليات التحميل والتفريغ.
  • الأوزان: ضرورة حمل الشاحنات لوثائق رسمية تبين الوزن فارغاً ومحملًا، والالتزام بالأوزان والأبعاد المسموح بها في كلا البلدين.
  • الحمولات الكبيرة: الحمولات غير القابلة للتجزئة التي تتجاوز الحدود المسموح بها تتطلب استحصال موافقة خاصة وفق آلية متفق عليها.

وأكدت الوزارة أن هذه الإجراءات تهدف إلى تسهيل حركة النقل عبر الحدود وتعزيز التعاون مع الجانب المصري، داعية السائقين وشركات النقل العراقية إلى الالتزام الكامل بها لضمان نجاح تطبيقها.
